Hi everyone, I am planning on a PhD in the field of Image Processing/Computer Vision, and therefore will be looking for direct PhD programs with funding.

B.Sc. EE 3.75/4.0

Field of Interest: Artificial Intelligence , Machine Learning
Degree Goal: PhD in CS ML/Computer Vision

Addiontally, will the AWA score of 3 in GRE impact my chances of admissions in the above universities?

As you know, PhD admission is highly influenced by the Lab and Department ranking and research strength (for example, in your case, it will be image processing & computer vision). The correlation with university ranking is a bit loose as compared with MS admission.

Therefore, I suggest that you come up with a list of professors that you would like to contact. The following list will narrow the programs from which to pick professors. For more details, follow the link to my signature below.

See if you can pull your GRE >= 322. That will make the ranked ones a possibility.
For PhD, concept of safe is vague and something I discourage.
