ratansagar If you course is even partly in german , you will be required to show a proof of german language proficiency.
If yours is a completely english taught course you just need to show your TOEFL/IELTS ....
Having a basic level certificate is advantageous though, but not mandatory

I have my attestation date on 10th, and VI on 24th June. If DB Account could not be opened by that time can I show my loan approval document as proof? I know it is least likely that bank account wont be opened, but just to ensure things go on time.

Harsha K N Yes, you can show the loan approval letter and DB bank details pdf copy. But make sure loan approval letter states that 8040 EU or ~6 Lacs has been sanctioned and will be transferred within so and so date.

I have an admit from TU Munich. I have two questions before I go to VFS for booking an appointment.

I will receive my provisional degree certificate only in early July (as I am a 2013 pass out). I have the course completion certificate though. Can I use this for the Visa process?

As my destination city is Munich, I'm finding it quite difficult to get hold of a decent room for accommodation Is providing an address in Munich absolutely necessary for the process? If so, can I provide someone else's address instead? (I know someone living in Aachen)

shraybadhaniYou are supposed to transfer the 8040 EU via Telegraphic Transfer i.e. online transfer. NOT to get a DD.

Probably you must have confused with the Visa Fee DD. Read the instructions carefully.
