If your program requires you to know German, then yes. Otherwise, if your university says German knowledge is not required, or that they will conduct German classes before the course or something like that, then prior knowledge of German is not required. Contact your university.

Yes. There are no tuition fees for certain universities.

You will have to show living expenses to the consulate/embassy while applying for the visa.
